The Jury Commission consists of two elected from the qualified voters of the county (one Democrat, the other Republican) and the third of whom is the President Judge of the Court of Common Pleas. 

Whenever the jury wheel is in need of prospective jurors, the president judge signs an order directing the jury wheel be filled with a specified number of names.  Subsequently, names are randomly selected from the Occupational Tax Rolls in the county.

By taking randomly selected names from this list, the jury wheel is filled impartially and fairly from all areas of the county.

Jury Commissioners then send notices to the prospective jurors informing them when they will be needed in court for jury selection.  They are also responsible for making sure all notified jurors return their notice cards, thus making them qualified for jury duty.
