Steve Putt: District ManagerSteve, a native of Bedford County, joined the Elk County Conservation District as the District Manager in 2011. Prior to coming to Elk County, Steve served as the Resource Conservation Specialist at the Blair County Conservation District for 8 years and served as the Resource Conservationist at the Clinton County Conservation District for 2 years. He also spent some time residing in Maryland and Colorado. Steve is a certified professional in erosion and sediment control (CPESC) and has a bachelor’s of science degree from Shippensburg University of Pennsylvania where he studied Geology & Environmental Science. He is also active in the community and serves on the Ridgway Heritage Council and the TriCounty Rails-To-Trails board.
Kim Bonfardine: Watershed SpecialistKim, a native of Elk County, joined ECCD in the spring of 2005 after holding the same position at the Warren County Conservation District. She attended Penn State Dubois Campus to earn an Associates Degree in Wildlife Technology and then went on to Clarion University to study biology where she received a Bachelor of Science in Environmental Biology with a concentration in Freshwater Ecology. Kim enjoys the many aspects of her job such as environmental education, working with local watershed groups and other conservation organizations, but her true passion is working on the beautiful headwater streams throughout the county; trying to protect and conserve our most required natural resource, water.
Melissa Aul: Resource Conservation TechnicianMelissa joined the Elk County Conservation District at the beginning of 2013. She filled the newly created Resource Conservation Technician position as a freshly graduated college student. Before being hired at the district, she was attaining credits towards her M.S. in Agricultural and Biological Engineering at Penn State. Prior to that, she attained her B.S. in Earth Sciences at Penn State DuBois where she pursued academics as well as athletics. Melissa was born and raised in Elk County.
David Stubber: Solid Waste Enforcement OfficerDave Stubber was hired as the Municipal Waste Enforcement Officer in 2000. He also was the West Nile Virus Coordinator for Elk County. He now splits his time as the Municipal Waste Enforcement Officer and working at the Community Recycling Center in St Marys. Dave is a retired DWCO with the PA Game Commission he also is very active at Elk County Catholic High School where he coaches varsity football.
Diane Myers: SecretaryDiane has been employed by the County of Elk since April of 2010. Her duties are split between the Conservation District and the Elk County Solid Waste Authority / Recycling Office. She provides all secretarial, accounting, and payroll services to the District. A lifelong resident of Elk County, she is a graduate of Jamestown Business College and has served in the U.S. Air Force as a ground equipment technician. Prior to starting employment at the County, she worked as a financial assistant for North Central PA Planning & Development Commission for 18 years.
