Elk County Housing Rehabilitation Program Information (ECHRP)
The Elk County Housing Rehabilitation Program is a flexible financial tool for housing activities that promotes community stability by creating additional housing rehabilitation opportunities. HOME Investment Partnership grant funds can be used in a variety of ways; however the Elk County Housing Rehabilitation Program provides assistance to owner occupied households. Homeownership creates economic prosperity for communities and families and acts as a dynamic generator of economic growth. The rehabilitation program assists local communities in promoting income diversity by providing support for mixed-income developments. These activities can create environments that enhance economic and social empowerment.
The County of Elk, Elk County Housing Rehabilitation Program provides financial assistance to eligible owner-occupied applicant(s) meeting all established requirements (i.e. income, ownership, and residency). Non-repayable grants may be awarded to qualified very low and low to moderate income homeowners. The rehabilitation assistance will be used to bring homes up to a minimum code in areas such as roof, heating, electrical, plumbing, windows etc. The corrective housing rehabilitation specifications will be based on the requirements of the Minimum Housing Rehabilitation Property Standards. Cosmetic repairs are ineligible.
Applications will be accepted through the Elk County Planning Department, County of Elk. In order to participate, applicants must meet all of the requirements within the program. Due to the programs selection process additional priority may be given to leveraging of targeted areas and or populations. Recent rulings by HUD preclude participation in the HOME program by occupants of homes who do not retain lifetime interest in the property. In other words, the occupant of the home must be the owner of the home as reflected by the current deed. The owner occupant must also have owned the home for at least six months before applying to the program.
Please complete the application and return it to the Elk County Planning Department, Elk County Courthouse Annex, P.O. Box 448, and 300 Center Street, Ridgway, PA 15853. Applicants are also asked to provide a copy of the deed to the property, proof of income for the year 2009 (more current income data will be required closer to the time of work), a current copy of homeowner’s insurance, and a copy of the most recently paid property taxes. Property taxes must be current. All occupants 18 years of age and older must provide proof of income as well.

Pennsylvania Accessible Housing Program Information
Northern Tier Access Grant
Serving Cameron, Elk, McKean, and Potter Counties
The Pennsylvania Accessible Housing Program/Northern Tier Access Grant Program (NTAG) is a cooperative effort among agencies and local governments in Cameron, Elk, McKean, and Potter Counties. The Elk County Planning Department has been designated as the administrative agent for NTAG. The funding source for this program is the Pennsylvania Accessible Housing Grant Program and is a combined financial effort of the Department of Community & Economic Development (DCED) and the Department of Public Welfare (DPW).
The accessibility program provides non-repayable grants for accessibility modifications to eligible owner-occupied and rental housing throughout a four county area of Cameron, Elk, McKean and Potter Counties. Applicants must meet all requirements to qualify for the NTAG Program. Requirements include but are not limited to income, residency, and disability. Grants are used to enable very low and low to moderate income persons with permanent disabilities increase their independence by removing architectural barriers within their homes.

Applicants are also asked to provide a copy of the Deed,
Landowner/Tenant Agreement, and a copy of the latest paid property
tax receipt.

Please be aware that as of July 1, 2009 all contractors MUST be registered with the PA Attorney General (Act 132) to be eligible for work with any County programs and projects. The Planning Department MUST have your number assigned from the Attorney General on file to be eligible to bid on any projects. All contractors are required to carry at least $100,000.00 in liability insurance and workman’s compensation insurance if they have workers.
